PRESIDENT BUHARI BEEN HUGED TO ACT ON HIS APPEAL TO END MILITANCY

The umbrella body for Ijaw youths, Ijaw Youth Council has called on President Muhammadu Buhari to act on his appeals to Niger Delta militants to halt hostilities by personally kick-starting the dialogue process with stakeholders in the region.
A statement signed by the spokesman for the group, Eric Omare, on Sunday, stressed that only a genuine and serious engagement with Niger Delta people would address the recurring agitation from the people.
The group which was reacting to recent appeal by the President, urging the rampaging militants to embrace and halt further attacks on oil facilities in the region, said multiplicity of new militant group was not a barrier to achieving peace if the government was sincere.
It maintained that for a lasting peace to be achieved in the region, President Buhari must been seen leading such discussion, citing instance of his predecessors rather than sending surrogate to negotiate on his behalf.
The IYC statement read, “The Ijaw Youth Council worldwide has just read the appeal by President Buhari to militants in the Niger Delta region to stop attacks on oil installations.
“While the IYC welcomes the personal appeal by President Buhari; we state that what is required is not just an appeal but for him to, in person, lead the dialogue with the Niger Delta people towards finding a lasting solution to the recurring militancy in the region.”
“The IYC is also of the view that the perceived multiplicity of militant groups in the region as stated by President Buhari is not an obstacle to engagement with stakeholders.
“The sort of engagement the IYC expects from the federal government is a holistic dialogue with stakeholders in the region with a view to find a lasting solution to the root causes of militancy and other agitations rather than engagement with a view to give palliatives to present agitators without addressing the issues responsible for the recurring agitations as was done in the past.
“The IYC would only support a dialogue that is geared towards addressing the fundamental issues responsible for militancy in the Niger Delta region.
The group explained further President Buhari should put his appeal to action by starting the process of genuine and serious engagement with the Niger Delta people with a view to address the agitations for resource control once and for all.

Three football fans were wounded in a free-for-all in a bar in Abakaliki on Saturday night over an argument about who is a better player between Cristiano Ronaldo and Lionel Messi.
A News Agency of Nigeria (NAN) Correspondent who witnessed the melee reports that the incident occurred at the Kpirikpiri area of the town during the EURO 2016 second round match between Portugal and Croatia.
NAN also reports that Portugal won the match 1-0 courtesy of a Ricardo Quaresma 114th minute-extra time goal that sent them into the competition’s quarter-finals.
Trouble started when a Ronaldo supporter identified as “Marshal’’ celebrated widely as the Real Madrid star’s shot was parried into Quaresma’s path for the goal to the consternation of the Messi’s supporter named Obinna.
The duo had argued all night over the better player between both mega stars.
NAN reports that immediately Quaresma scored, Marshal rushed to Obinna and mocked him, chanting “I told you, I told you Ronaldo is the best’’.
Obinna who apparently was reeling with anger pushed Marshal and a fight ensued which made others inside the bar to intervene.
Matters, however, went out of hand when Marshal’s friends felt that Obinna’s friends were indirectly aiding him in the fight, thus making the fight instantly a free-for-all.
The bar owner, identified simply as Simon, rushed outside to invite people within the compound as those inside couldn’t control the situation.
However, calm was eventually restored but three persons, including Obinna were seriously wounded, while Simon immediately closed before the match could end.
On the development, Simon said that both fans always argued on the issue of Real Madrid and Barcelona superiority.
“I banned them from coming to my shop but this is their first visit since the commencement of the competition.
“It took the intervention of others inside the shop for me to allow them, as I was sure that their acrimony toward each other goes beyond Ronaldo and Messi supremacy,’’ he said.
Dr Obiora Ike, a youth activist, decried the level of fanaticism being displayed by young soccer fans in the state, especially over foreign clubs and players.
“This sort of incident occurs regularly and one wonders why people should fight and disturb themselves over clubs and footballers who do not even know that they exist.
“It is time the relevant authorities should seriously address this issue before it gets out of hand and curiously, none of these fanatics has such sentiment for Nigerian clubs and players,’’ he said.
DSP George Okafor, the State Police Command’s Public Relations Officer, said that the incident had not been officially reported.
He added that the command always dealt with such issues decisively.
“Football hooliganism is a societal malaise as it is only foolish people who indulge in it,’’ he said.

Top 10 Fighter Aircraft


   Often we receive many questions which is the best fighter aircraft in the world. Which is the greatest modern fighter and why. Our Top 10 analysis is based on the combined score of stealthiness, armament, speed, range, maneuverability and technology. We also considered pilot opinion on capabilities of various warplanes during dog-fight training. All of these aircraft mentioned here are incredibly powerful and devastating, however none of them have seen combat against each other during military operations yet. Our analysis is based on specifications, available data and technical comparison. Pilot training is also important, as performance of the actual aircraft depends from the pilot performance. This list do not contains aircraft that are currently under development of at the prototype stage. It includes only operational warplanes.
   Currently top 10 fighter aircraft in the world are these:

F-22 Raptor

   The F-22 Raptor air superiority fighter is almost invisible to radars. This aircraft carries a powerful array of weaponry. It is the most advanced and most expensive production fighter aircraft to date. Many of sensors and avionics of this plane remain classified.
   Engines of the raptor allow the aircraft to supercruise over long ranges, while thrust-vectoring nozzles, combined with a triplex fly-by-wire flight control system, make it exceptionally maneuverable.
   The F-22 started life as a straightforward air superiority fighter. However since its introduction this aircraft lacks a formidable air threat from other countries fighters. Later it evolved towards the multi-role fighter, as strike capability was added.
   This advanced aircraft was never offered for export customers, even other allies and NATO countries. Currently it is the best fighter aircraft ever built.


F-35
Nr.2 Lockheed Martin F-35 (USA)

   The F-35, also known as the Lightning II, is a new multi-role fighter. One of its variants, the F-35B achieved initial operational capability with the US Marine Corps in 2015.
   The F-35 was developed under a Joint Strike Fighter program, which was intended to replace existing aircraft types with a common fighter. In the near future the F-35 will replace the AV-8BA-10F-16 and F/A-18 warplanes in service with the US military. Also it will be exported to a number of countries.
   The F-35 has a configuration similar to that of Lockheed Martin's own F-22 design, however it is slightly smaller and has one engine. It exploits stealth technology, which reduces its radar cross-section and makes it harder to detect for radars
   This multi-role fighter can perform on air defense missions, close air support and tactical bombing. It is compatible with the latest air-to-air and air-to-ground missiles.
   This aircraft is proposed in three main variants, including the F-35A conventional take-off and landing aircraft, F-35B short take-off and vertical landing aircraft, and F-35C carrier-based aircraft. These variants share about 80% of their parts to keep development and production costs low. It also requires less logistic support.


F/A-18E/F Super Hornet

   Currently the Super Hornet is the most capable US Navy's multi-role fighter. It is based on the aircraft carriers can attack both air and surface targets. The Super Hornet is also in service with Australia as the main fighter aircraft.
   The F/A-18E/F is a larger and more capable derivative of the F/A-18C/D Hornet. The Super Hornet is fitted with new engines. It has additional hardpoints and can carry more missiles. This aircraft has extended range due to larger internal storage of fuel. The Super Hornet also has improved avionics. Some measures were taken to reduce radar cross section of this aircraft.


Eurofighter Typhoon
Nr.4 Eurofighter Typhoon (European Union)

   In 1986 the Eurofighter consortium was formed by Germany, Italy, the UK and, later, Spain, to develop a new multi-role combat aircraft, optimized as a beyond visual range interceptor with a secondary ground-attack capability. This aircraft carries advanced European-designed missiles. it is fitted with a very modern and comprehensive avionics package.
    It is claimed that Typhoon is half as combat effective as the American F-22 Raptor. It is an approximate estimate, however it seems that Typhoon is superior to the F-15F, French Rafale, evolved Russian Su-27 variants and many other aircraft.
   The Eurofighter Typhoon will form the cornerstone of European air power until well into the 21st century.

Dassault Rafale
Nr.5 Dassault Rafale (France)

   The Rafale is in service both with the French Air Force and Navy. This multi-role fighter features some of the very latest avionics systems. Also some measures were taken to reduce radar cross section of this aircraft. This aircraft is very maneuverable. The Rafale can track 40 targets and fire at four targets simultaneously.
   This aircraft can hold its own against the latest versions of the American F-16. The Dassault Rafale will form the cornerstone of French air power until well into the 21st century.


Su-35
Nr.6 Sukhoi Su-35 (Russia)

   The Su-35 multi-role fighter is a significantly developed version of the Su-27. It is being offered for export as a replacement for the Su-27 and MiG-29 fighters. In 2012 it has been adopted by the Russian Air Force.
   Developers refer the Su-35 as 4++ generation fighter. It is a very fast and highly maneuverable fighter with very long range, high altitude capability and heavy armament. It poses great threat to Western 4+ generation fighters
   The Su-35 is primarily an air superiority fighter. However it has secondary air-to-ground capability. This aircraft can carry enormous amount of weapons. It has 12 wing and fuselage hardpoints and can carry ordnance with a maximum weight of up to 8 000 kg.
   Its large and powerful engines give it ability to supercruise for a long time. Also its engines allow to reach supersonic speeds without using an afterburner. Engines have a three-dimensional thrust vectoring and make this aircraft very maneuverable.
   However Russia still lags behind in the development, acquisition and employment of some of the latest technologies.
   Recently a new Sukhoi PAK FA stealthy air superiority fighter is being developed in Russia.


F-15 Eagle

   The F-15 Eagle is a purpose-built air superiority fighter designed to penetrate enemy defense. Although now in service for over 30 years, it remains a formidable warplane. This aircraft scored more than 100 air kills and is considered among the most successful Cold War era fighters.
   The F-15 is equipped with weaponry and electronics, enabling it to detect, acquire, track and attack enemy aircraft, while operating in enemy-controlled airspace. This fighter carries a wide range of air-to-air missiles and is extremely maneuverable. Also it has strong high-speed maneuverability. Through modifications and upgrades the F-15 has been constantly improved.
   The F-15 Eagle is still in service with the US Air Force and is expected to remain operational at least until 2025. This aircraft has been exported to Israel, Japan and Saudi Arabia.


MiG-31
Nr.8 Mikoyan MiG-31 (Russia)

   The MiG-31 (NATO designation Foxhound-A) was developed as part of an overall programme to provide the Soviet air defenses with the ability to meet the threat posed by NATO low-level strike aircraft and cruise missiles.
   This interceptor has a high speed, altitude and rate of climb, however it sacrifices maneuverability in order to achieve these capabilities. The MiG-31 is among the fastest production aircraft. It uses missiles to shot-down enemy aircraft at long distances.
   The latest version is the MiG-31BM; this is billed as a true multi-role Foxhound, able to undertake long-range interception, precision strike and defense suppression tasks. Both cockpits feature advanced displays allowing the crew to deploy precision-guided munitions. A project to upgrade Russian interceptors to the MiG-31BM standard was begun in 2010. This interceptor continue to form the back bone of Russia's air defenses.


F-16 Fighting Falcon

   The F-16 was lighter, less expensive alternative to the F-15 Eagle. Unlike the F-15, which is purely an air superiority fighter, the F-16 is a multi-role aircraft, capable of attacking air and ground targets.
   The F-16 has been produced in large numbers and participated in numerous conflicts. Over 4 500 aircraft have been built. It has been widely exported and is currently operational with 26 countries around the world. The F-16 is battle proven.
   This aircraft is small, but highly maneuverable. The F-16 has a bubble single-piece canopy for excellent pilot visibility, which becomes during close combat.
   The F-16 is still in service with the US Air Force and will remain operational until 2025. In the future it will be replaced by the new F-35 Lightning II.


Saab Gripen
Nr.10 Saab JAS 39 Gripen (Sweden)

   Developed by Saab the Gripen (griffin) is a fourth-generation lightweight multi-role combat aircraft. This fighter uses the latest technologies can perform various missions, such as air defense, interception, and ground attack and reconnaissance.
   This fighter is very agile for close combat due to its advanced aerodynamic layout. The Gripen can take of from and land on short-strip airfields. A number of components of this aircraft are US-supplied.
   It is claimed that the Gripen achieves the lowest operating costs of any fighter, currently in operational service. It is reliable and easy to maintain. This aircraft will form the core of Swedish air power well into the 21st century.It also received some export success. Stopping JAMB’s CBT is 100 steps backwards

I have followed the unfortunate story of students and parents protesting that the Joint Admission and Matriculation Board conducted one of the worst university entrance examinations this year.
I have also watched in amazement as JAMB has worked tirelessly to defend its reputation, labelling those who are protesting as being angry that they were unable to cheat at the last examination, which was why they took to the streets in protest.
Quite frankly, I do not want to get involved in the argument as to who is right or who is wrong. My major concern at this moment is the fact that the House of Representatives has ordered JAMB to revert to the paper-based test that it had been using in years past.
So the question is; should we simply run away from computer-based-tests that many parts of the world have already embraced, or should we take a critical look at the problems surrounding these and other examinations with a view to proffering solutions that will deal with the challenges of computer-based tests?
How in the world will the members of the House of Representatives want to cancel computer-based-tests?
In his response to this directive, the JAMB registrar said, “The board is ready to go back to paper-based tests once the Minister and Ministry of Education issue a directive to that effect as they have the final say.”
He concluded with these words, “….But, we will be going backwards.” I quite agree with the professor even though I think he and his team could have done a much better job.
In any case, do members of the House of Representative realise that some Nigerians are actually running Diploma, First Degree, Masters and even PhD courses online right in Nigeria and they are receiving lectures via the internet and also taking part in computer-based-tests and examinations virtually?
Why must we ridicule ourselves in the comity of nations? It saddens me to hear that we do not have the capacity of using technology to conduct examinations for less than five million people.
What we keep shying away from is making the right investments and yet, wanting the best outcome. Why would you run a computer-based-test in a school environment where there is no steady power supply? Okay. I know this is no more new. However, it would have been much smarter to even provide alternative power supply, i.e. solar energy, in all centres so that the examination would not be disrupted in anyway like the students claimed happened to them.
Here are some possible recommendations to make CBT Work in Nigeria, given our current circumstances:
  1. Invest in actual CBT centres/hubs
We can actual kill two birds with one stone in the sense that we can develop structures that will serve as CBT centres and technology hubs at the same time. I will recommend a public-private partnership model so as to make them sustainable.
It will be case of having standard CBT centres that will serve a number of useful purposes – not just converting schools without electricity like we are doing now. This may also lead to the possibility of conducting such important examinations in batches, say quarterly across different zones.
For those who have fears that the answers will be shared across zones, they can be rest assured that if JAMB provides more than enough questions; then, some lines of code will take care of the rest. It is mind boggling what can be achieved with technology.
  1. Extend a hand of partnership to technology giants
Look around you. Almost all the top technology giants already have offices in Nigeria; Google, IBM, Microsoft, Intel, Cisco, Oracle and many others. There are even equally good local brands like Zinox, Omatek etc. Get some or all of these partners to a roundtable and strike some sort of deal.
I recall the presentation by the Regional Vice President of Intel for MEA, Cigdem Ertem, who visited the country recently. She stated that her company, in collaboration with other partners, were working hard to rapidly increase the number of personal computers available to Nigerians. This is in view of the fact that, without proper education there will be no meaningful and sustainable development.
She stated that in today’s global economy, access to information, critical thinking, entrepreneurial skills and a strong foundation in Math and Science, are imperative, if we are to prepare tomorrow’s workforce to meet the skill demand of the knowledge economy.
“Education is the single most powerful tool we have for unlocking new economic avenues to building a foundation for a brighter future. Technology plays an increasingly critical role in enabling and supporting that educational effort, linking millions around the world to skills they need and the opportunities to put them to use,” she added.
This statement actually does say it all. We should not toy with the future of young Nigerians. They have got to be prepared for a fiercely competitive future and the foundation is a good education.
So, what are the most critical facilities expected in a standard CBT centre? It won’t be far from competent personnel, physical infrastructure, power supply (regular and alternative), computers, servers, (physical, cloud or hybrid), internet connection, and a few other things. All these can be discussed and agreed with partners but we must show some seriousness in terms of trying to enact good policies and seeing that we follow through until the very end.
As a friend, Gbenga Sesan, and I once concluded during a conversation on technology and the internet; blame the people and not the technology. Nigeria, National Assembly, and JAMB need wake up because the world has long left the tea party.
Computer-based-tests, (done right), is the way to go. Period!
 
ENUGU HUNTS FOR GHOST WORKERS, PENSIONERS

Enugu State Government has initiated moves to fish out ghost workers and pensioners on its payroll.
All workers and pensioners in the state are to submit themselves for a biometric data capture exercise.
The Bank Verification Number of all workers and pensioners are to be submitted during the exercise, which is to commence with immediate effect.
The Commissioner for Information, Dr. Godwin Udeuhele, who announced the directive, explained that the exercise was necessitated by the “bloated workforce and wage bill” in the state public service.
According to the commissioner, the size of the workforce and the wage bill has remained huge, despite the fact that workers have been retiring from the service on a yearly basis.
The Office of Head of Service and the Ministry of Finance had already been mandated to collaborate with a commercial bank, UBA Plc, to carry out the exercise, he said.
Udeuhele added that the exercise would be carried out at no cost to the state government.
He said at the end of the biometric data capture exercise, “the revenue profile of government is expected to increase.”
The expected increase in revenue profile would free resources for the government to fund other human-oriented programmes and policies, the commissioner noted.
Udeuhele also announced the constitution of a tender board to manage the process of contract awards for Universal Basic Education Commission/Enugu State Universal Basic Education Board projects.
The board is expected to ensure that due process was complied with in the award of contracts.
Udeuhele  also announced that the Enugu State Government had approved its participation in the Archor Borrowers Programme of the Central Bank of Nigeria, which is expected to facilitate the diversification of the state’s economy.
The state’s decision to participate in the Archor Borrowers Programme “was necessitated by the dwindling income from the oil sector,” Udeuhele said, noting that the programme would create job opportunities in the state.
Each of the 17 local government areas in the state is expected to provide at least 100 hectares of land for the Archor Borrowers Programme.
In the same vein, Udeuhele announced the approval of a draft Public/Private Partnership Bill that would enhance and encourage government partnership with private organisations.
